Every UK central government contract worth more than £5 million per year now requires a compliant Carbon Reduction Plan before you can bid. No CRP, no tender submission. What is PPN 006 and who does it affect?

Procurement Policy Note 006 (PPN 006) replaced the earlier PPN 06/21 in February 2025, aligning the policy with the Procurement Act 2023 and Procurement Regulations 2024. Any supplier bidding on a central government contract estimated at more than £5 million per year (including VAT) must submit a Carbon Reduction Plan as a condition of participation.

The threshold is calculated by averaging the total contract value over its term. A £21 million contract over 4 years qualifies (averaging £5.25M/year) even if no single year exceeds £5 million.

Who is in scope

Central government departments, executive agencies, and non-departmental public bodies that run procurement above the threshold. NHS trusts and integrated care boards (extended to all contract values from April 2024 under NHS Evergreen). MOD and defence primes (Common Assessment Standard v5 and JOSCAR require equivalent carbon reporting). Framework suppliers where individual call-off contracts exceed £5M/year. Wales has adopted PPN 006; Scotland and Northern Ireland adoption is voluntary but increasingly expected in practice.

What a compliant CRP must contain

  1. Net zero commitment by 2050. Public statement, signed at board or senior leadership level.
  2. Baseline and current-year emissions data. Scope 1, Scope 2, and a defined subset of Scope 3 in tCO2e.
  3. GHG Protocol standards. Scope 3 must cover upstream/downstream transport, waste, business travel, and commuting.
  4. Specific environmental management measures. Named initiatives with timelines and expected reductions, not generic pledges.
  5. Publication on your website. Publicly accessible within 12 months of completion, updated annually.

The 3 most common CRP rejection reasons

We reviewed feedback from 47 procurement evaluations across central government and NHS frameworks between Q3 2025 and Q2 2026. Three patterns accounted for 78% of CRP failures.

Scope 3 boundary too narrow. Suppliers reported only business travel and commuting, omitting upstream transport, downstream transport, or waste. Reporting three out of five required categories is non-compliance.

Generic reduction measures with no timeline. "We will switch to renewable energy" fails. "Switch to a 100% REGO-backed tariff by Q2 2027, reducing Scope 2 by an estimated 45%" passes.

Missing or informal board sign-off. The CRP must be signed by a named senior executive at board or director level. A departmental manager, unsigned document, or company stamp does not meet the requirement.

The parent company CRP trap most suppliers miss

PPN 006 allows a subsidiary to use its parent organisation's CRP if the subsidiary is wholly owned and the parent's net zero commitment explicitly covers the bidding entity. Many suppliers rely on this provision without reading the fine print: the policy states this "may only be a temporary measure" and entities must develop independent CRPs "as soon as reasonably practicable."

In our experience reviewing tender submissions, procurement teams are increasingly rejecting parent-company CRPs from subsidiaries that have been trading for more than 2 years without developing their own plan. If you are using your parent's CRP today, treat it as a 12-month bridge, not a permanent solution.

NHS Evergreen: what changes at Level 2 and above

NHS procurement extended carbon reporting requirements beyond PPN 006's central government scope. From April 2024, all NHS procurements (regardless of value) require carbon reduction evidence. At Level 2 and above, the requirements go further.

Most suppliers discover the full Scope 3 requirement at Level 2 only after winning a Level 1 framework. If you are entering an NHS framework at any level, plan for full Scope 3 from the start.

When a Carbon Reduction Plan is not what you need

A CRP is specifically a PPN 006 compliance document for UK public procurement. It is not a catch-all sustainability deliverable.

  • You need an ESG report, not a CRP. ESG reporting covers environmental, social, and governance metrics for investors and stakeholders. A CRP covers only greenhouse gas emissions and reduction plans. If you need ESG disclosure for annual reports, see our ESG Summary Report.
  • You need carbon neutral certification, not a CRP. A CRP does not certify you as carbon neutral. It documents your emissions and your plan to reduce them. Offsetting is not required by PPN 006 and is not a substitute for reduction measures.
  • You need UK SRS readiness, not a CRP. The UK Sustainability Reporting Standards (ISSB IFRS S1 and S2) will become mandatory for large entities from 2027. A CRP does not satisfy SRS requirements, though the emissions data feeds into it. See our UK SRS Readiness Assessment.
  • Your contracts are all under £5M and you do not bid on NHS work. PPN 006 only applies above the threshold. If you supply exclusively to the private sector or to sub-£5M public contracts not covered by NHS Evergreen, you do not need a CRP today.

What is PPN 006 and is my company affected?
PPN 006 (Procurement Policy Note 006) is a UK government policy requiring suppliers to submit a Carbon Reduction Plan when bidding on central government contracts estimated above £5 million per year. If your company bids on (or plans to bid on) public sector contracts above this threshold, or any NHS contracts under Evergreen, you need a compliant CRP. The requirement applies to all procurements advertised on or after 24 February 2025 under the Procurement Act 2023.
How much does a Carbon Reduction Plan cost?
A CRP can cost nothing (using the free GOV.UK template) or from £795 to £5,995+ depending on scope and whether you use software, a consultancy, or a full compliance bundle. The key cost variable is Scope 3: a basic PPN 006 Scope 3 subset costs significantly less than a full 15-category inventory required for NHS Evergreen Level 2+. Do I need to offset my carbon emissions for PPN 006?
No. PPN 006 does not require carbon offsetting. The CRP is about measuring your current emissions and committing to reduction targets. Offsetting is separate and optional. Some organisations choose to offset residual emissions after implementing reduction measures, but this is not a PPN 006 requirement and is not a substitute for genuine reduction initiatives.
What happens if my CRP fails procurement review?
Your tender submission is rejected. PPN 006 is a pass/fail gate, not a scored criterion. However, the assessment is binary: if your CRP meets the five mandatory requirements, it passes. There is no competitive ranking based on emissions performance. The most common rejection reasons are incomplete Scope 3 reporting (41% of failures), generic reduction measures without timelines (24%), and missing board sign-off (13%).
Can I use my parent company's Carbon Reduction Plan?
Yes, temporarily. A wholly-owned subsidiary can use its parent's CRP if the parent's net zero commitment explicitly covers the subsidiary and the environmental measures are confirmed applicable to the contract. However, PPN 006 states this is a "temporary measure" and procurement teams are increasingly expecting subsidiaries to develop their own CRPs within 12 to 24 months of trading.
Do I need Scope 3 too, or is Scope 1 and 2 enough?
PPN 006 requires Scope 1, 2 and a defined subset of Scope 3 categories: upstream transportation and distribution, waste generated in operations, business travel, employee commuting, and downstream transportation and distribution. NHS Evergreen Level 1 accepts this subset. Levels 2 and 3 require a full Scope 3 inventory across all 15 GHG Protocol categories. If you are entering an NHS framework at any level, plan for full Scope 3 from the start.
How often must I update my Carbon Reduction Plan?
Annually, at minimum. PPN 006 requires your CRP to be updated within 6 months of your financial year end. The updated version must be published on your website. Both Bundles include the first annual update free. Subsequent updates are £495 per CRP per year, £795 for the standard Bundle, or £995 for the Bundle PRO (which includes Scope 3 and UK SRS refresh).
What is the difference between PPN 006 and UK SRS?
PPN 006 is a procurement condition: you need a CRP to bid on specific contracts. UK SRS (UK Sustainability Reporting Standards, based on ISSB IFRS S1 and S2) is a mandatory corporate reporting requirement coming into force for large entities (£500M+ turnover) from 2027. A CRP feeds into UK SRS reporting but does not satisfy it. If you expect to fall under UK SRS scope, starting with a CRP now builds the data foundation you will need.
What is UK SRS and when does it apply?
UK SRS (UK Sustainability Reporting Standards) is the UK Government's adoption of the IFRS S1 and S2 disclosure standards published by the ISSB. The first wave of mandatory disclosure is expected to apply to large UK entities (turnover above £500M) for accounting periods starting 2027 onward. How fast can you deliver?

Is this defensible if a buyer audits us?
Yes. Every plan is built to ISO 14064-1 organisational GHG accounting standard, uses Defra 2026 conversion factors, and follows the GHG Protocol Corporate Standard. The methodology document is included so any auditor can reconstruct the calculations. We also provide an auditor portal where any reviewer (your customer, a procurement officer, or an independent assurance body) can view the underlying data without you sharing files manually.
Is there a refund policy?
Yes. If we do not deliver the agreed scope within the agreed timeframe, you get a full refund. If you receive the documents and they do not pass procurement review, we revise free of charge until they do.
