Since 30 September 2021, all suppliers bidding for UK government contracts above £5 million per annum must provide a Carbon Reduction Plan (CRP).


What is PPN 06/21?

Procurement Policy Note 06/21 was issued by the UK Cabinet Office to ensure that government suppliers are actively measuring and reducing their carbon emissions. It applies to all central government departments and their executive agencies and is a mandatory requirement for contracts awarded under the relevant threshold.

Suppliers must publish a Carbon Reduction Plan confirming their commitment to achieving Net Zero by 2050, detailing their current Scope 1, 2 and a subset of Scope 3 greenhouse gas emissions, and outlining the environmental management measures they have in place.

  • Scope 1 emissions - Direct emissions from owned or controlled sources (fleet vehicles, on-site fuel combustion, refrigerants)
  • Scope 2 emissions - Indirect emissions from purchased electricity, heat, steam and cooling
  • Scope 3 emissions (subset) - Business travel, employee commuting, waste, water, upstream transportation and distribution
  • Environmental management measures - Active steps being taken to reduce emissions
  • Publication requirement - CRP must be published on the supplier's website

PPN 06/21 Timeline

  • 30 September 2021 - PPN 06/21 came into effect for all new procurements above £5 million per annum
  • April 2023 - Extended to contracts above £5 million total value (whole-life cost)
  • Ongoing - Carbon Reduction Plans must be updated annually and remain published on the supplier's website

Required CRP Contents

Your Carbon Reduction Plan must include the following elements to satisfy PPN 06/21:

  • Commitment statement to achieving Net Zero by 2050
  • Baseline emissions data (most recent reporting year)
  • Current emissions reporting for Scope 1, 2 and required Scope 3 categories
  • Emissions reduction targets with defined milestones
  • Carbon reduction projects completed and planned
  • Declaration and sign-off by a board-level director
